Add CLI command about region

Bug Description

Now we have no commands that are related to region the current version. I think we needs to create a set of commands for administrator. - "region-create/delete/list/get/update".

Hello Tina, Thanks for the bug report. This sounds like a feature request that would be better if targeted at the upstream keystone project, so I've changed the affected project from keystone(Ubuntu) to keystone.

For keystone commands like this are implemented via openstackclient.

These functions have been implemented for the identity v3 api there already.
