Bug Description

As per this thread (Re: [openstack-dev] Sahara Job Binaries Storage)

There's no option to disable internal DB for storing sahara job binaries.
The underlying DB can then grow unbounded, it'll be ideal
if there's an option to disable storing of sahara jobs -> internal db,
and make its storage location by default to be on swift (and manila as another option).

Apparently there's been some internal discussion to deprecate the internal db option altogether.
This will be the best option it seems.

For Sahara to be used in a production manner I think this is important. Maybe deserves more than just wishlist?

For me, it's looks like as a small feature request. I guess that this will be considered to be fixed in newton-3 scope.

Added option to disable sahara db for storing job binaries.

Now it's possible to disable internal-db to upload new job-binaries.
All other manipulations (GET, DELETE, PATCH) are still posible not
to break existing workloads and ability to run jobs with already
created job binary internals. Special configuration option added for
    that.
