Bug Description
When deploying a charm with a resource or attaching a file as a resource to a service, it takes too long to download the file from the controller to unit. Download speed:
1 MB = 22 Sec
10 MB = 203 Sec
100 MB = 1878 Sec
1 GB = 5 hours (estimation)
Uploading a file from a local drive to the controllers seems reasonably fast.
