Bug Description
Detailed bug description:
I built and installed detach-database plugin. Then I created a cluster and enabled this plugin for the cluster, but it turned out that it is impossible to deploy only database role because at least one controller is required.
Steps to reproduce:
1) install detach-database plugin
2) create new cluster
3) enable plugin for the cluster
4) try to deploy cluster with only one node with database role
Expected results:
healthy database node
Actual result:
Can not start deployment because at least one controller is needed
Reproducibility:
100%
Workaround:
Add controller node to the cluster
