Add refs and refs_map attributes to AutoScalingGroup

This came up as a request on https://bugs.launchpad.net/heat/+bug/1582837. I'm splitting this out into its own feature.

The request is to add the refs and refs_map attributes to AutoScalingGroup which will behave in the same way they do for ResourceGroup. This is being split out into its own spec-lite because there is no inheritance relationship between AutoScalingGroup and ResourceGroup and the information is not currently easily accessible.
