Network Manager Fails to Automatically Connect to VPN After User Login

Bug Description

Ubuntu 16.04 (Unity) with Ethernet connection set to automatically connect to VPN in Network Manager after user login (to Ubuntu desktop).

Network Manager does not automatically connect to VPN after login. Manually selecting the VPN connection from Network Manager in the system tray after login results in normal connection.

Changing "password-flags=1" to "password-flags=0" in the VPN configuration file in /etc/NetworkManager/system-connections, Network-Manager adds "password=XXXX" to that configuration file where XXXX is VPN connection password in plain text. This change allow Network Manager to connect to VPN automatically after user login.

Having to store VPN password in plain text in order for Network Manager to automatically connect is not secure.

It appears Network Manager cannot obtain VPN password from Seahorse after user login.

I'm new to bug reporting so help me understand how this is a Gnome issue? How do I differentiate between an Ubuntu bug and a bug that belongs elsewhere even though it occurs while using Ubuntu?

Thanks, reporting issues in Ubuntu is fine but often issues are in the upstream code and you have a better chance of somebody knowing the code looking at it there
