Bug Description

In https://review.openstack.org/#/c/241730/, configuration documentation for the SR-IOV agent was removed as the agent was no longer optional in Mitaka. However, only the clause stating the optionality of the agent should have been removed - not all configuration guides. These should be re-added.

    [networking-guide] add "enable neutron sriov-agent"

    In [1], though "agent_required" is deprecated, in mitaka the agent is
    always be required, it is still need to enable neutron sriov-agent
