Please sync codeblocks 16.01+dfsg-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:

codeblocks (13.12+dfsg-4ubuntu1) yakkety; urgency=medium

  * Add libboost-system-dev build-dependency, to fix a FTBFS with boost1.60.
    - d/p/fix-boost-system-1.60.patch thanks Graham Inggs for the similar fix on k3d
