RBAC - restart supervisor-config resets the api-access-lists

Bug Description

On restarting supervisor-config default-api-access-list is reset to :

fqname-to-id *:CRUD, (-1,False)
id-to-fqname *:CRUD, (-1,False)
documentation *:R, (-1,False)

And any newly created tenant-level api-access-lists are deleted.

Use existing default-api-access-list object if present instead of always
creating a new one (and wiping out existing configuration in the process)
