This happened because the first upgrade_contrail.. removed the package and
the second upgrade_contrail.. complained about the package not being there..

we will have to make ‘removal’ errors just warning.. Open a PR we will fix it.. if you want to continue, just put with(warnings=True) around the removal and proceed..

Seems to be a database issue, can you please send information and setup details to database team(Raj's team).

make the upgrade_contrail re-entrant by ignoring error of removal of packages,
as those would have been removed in earlier runs..
