[CI] Add a "quick" job for running against localhost

Bug Description
At some point in the brief history of tripleo-quickstart, running against localhost worked. Today, it does not.
There is a proposal to fix that by using an ssh connection to localhost rather than the ansible local connection [1]. However, it would be good to find a method that allowed ansible local connection to work.
In any case, we want to make sure we do not break it in the future (once fixed), by having a "quick" job that runs against localhost. (The quick jobs are meant to run in <30 min. and do not test a full deploy)
