[Sahara] IPs associated to all instances with enabled proxy gateway

ENVIRONMNET: MOS 9.0, ISO 363

STEPS TO REPRODUCE:
1. Create env with sahara
2. Deploy env with sahara
3. Edit default node group template for vanilla-2.7.1(enable "Proxy Gateway" for master)
4. Create cluster with default vanilla-2.7.1 template

EXPECTED RESULT:
Floating IP only on master-instance

ACTUAL RESULT:
Floating IPs on all instances

Have you disabled floating ips for node groups? It's not clear from bug statement
