For testcases, install ncclient, setuptools separately

In the new scheme of contrail-test code(dockerization), recommendation is to not install packages on any nodes.

But there are currently few tests which require some additional packages like python-ncclient, tcpdump etc on compute nodes.

So the approach is that by default, no extra package installation will be done
In contrail-tools code though, which triggers the test runs, we explicitly install them

Need a task to be added to fab code
