Can't pick UTC as timezone in installer

The installer for 16.04 no longer allows the user to pick UTC as their timezone. Instead it only allows the user to select a timezone it believes is appropriate based upon the Language/Country selected earlier.

I've also hit this bug. After a KVM install, I needed to run:
* sudo dpkg-reconfigure tzdata
* select "None of the above" (last option) and "utc"

This seems like a simple yet annoying bug that is coming up on its 2 year anniversary. Can we get the option to pick UTC (or any timezone) back in the Xenial/16.04LTS installer please?
