Detailed bug description:
In https://review.fuel-infra.org/#/c/20712/1 CR gate-neutron-python27 test failed with

Seems command 'ovs-ofctl del-flows br-int -' shouldn't be run under root user.

Steps to reproduce:
 Run gate-neutron-python27 test in https://review.fuel-infra.org/#/c/20712/1

Expected results:
 gate-neutron-python27 test should successfully pass.
Actual result:
 gate-neutron-python27 test has failed
Impact:
 The bug blocks merging of https://review.fuel-infra.org/#/c/20712/1.
