notifier is very annoying

Bug Description
My update notifier keeps popping up often, once an hour or so, and it pulses every five seconds for thirty seconds or something. It's insanely annoying, and worse yet, wrong:
$ sudo apt-get -u dist-upgrade
[sudo] password for sarnold:
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
That was seconds after the update notifier finally went away.
I don't recall it being this annoying on 14.04 LTS.

Thank you for your bug report. What are you calling "pop-out" in that context? Could you make a screensot of the issue? Are you speaking about some specific UI or about the notifications "you have update availables" (that's a known gnome-software issue)
