cannot install libgtk-3-dev

tried to install gtk dev but a problem with libelg1-mesa-dev prevented it.
when I try to install libegl1-mesa-dev I get:

jfcgauss, you just had a mirror which was out of date or something, 16.04 shipped with 11.2.0-1ubuntu2

grbitt, and you're trying to mix some ppa snapshot, don't do that and expect it to be supported
