Bug Description

Upstream puppet-nova patch https://review.openstack.org/#/c/316241/ introduced endpoint for a new Nova API verision (2.1) and also deprecated endpoints for v2.0 and v3.

WE need update fuel library as well ( https://ci.fuel-infra.org/job/master.puppet-openstack.fuel.noop/1061 and https://ci.fuel-infra.org/job/master.puppet-openstack.fuel-library.pkgs.ubuntu.smoke_neutron/1027)
