Tab completion for file system paths and in general for stock Ubuntu cloud image

Bug Description
Using the latest beta7 when ever I try to tab complete to access a local bundle or charm Juju seems to think I pressed enter. In beta6 I just wouldn't get any response for file system paths.

Also, when I spin up a stock Ubuntu Xenial cloud image in AWS and install the Juju client there I get no bash completion for juju commands or for file system paths.
Ideally I would like to tab complete juju commands as well as file system paths in a stock Xenial cloud image.
