Bug Description

As of today the puppet agent always runs in the target server and keeps chatting with the ServerManager node. As a result the workload on the SM node is heavy and has to respond to all the servers that it is managing.

Technically you need the puppet agent to be on only during provisioning and you don't need it to be running at other times.

Closes-bug: #1581685 Don't run the puppet agent.
Start it only when provision is given and stop it as soon as provision is over
