resource-get fails with duplicate key error

Using resources, i've upgraded a charm ~ 6 times and have managed to confuse the resources worker.

it does seem to eventually iron outself out, so its transient in the sense that it spams the logs for a couple failed hook executions until it finally passes.

Ubuntu 16.04 Trusty Tahr
Deploying: ubuntu 14.04

locally supplied resources found in layer-etcd via make fetch_resources, and then sent through the --resources feature of juju deploy.

@lazypower - do you have logs from machine-0 and the unit you could attach?

This tends to be an intermittent mongo error.
