LBAAS:HA proxy failed to start for lbaas after upgrade from 3.0.2 26 to build 35

Upgrade from build 26 to 35

Created a LBAAS.HA proxy did not start as for the below error

[ALERT] 133/111628 (20383) : Starting frontend GLOBAL: cannot bind UNIX socket [/var/lib/contrail/loadbalancer/4d9a9ea6-4dd2-4cd2-aff6-99aeebc673a2/haprox

looks like
