Bug Description

Bug created to address some code issues when working with new provisioning parameters.

1. Hiera data variable openstack_user_list was set to list of IP addresses, instead of list of user-names (root).
2. Function that does check for HA configuration or not, was not checking for correct new parameters to determine if config had HA.

Fixed openstack_user_list hiera variable being set incorrectly and also functions is_cluster_ha
and is_cluster_contrail_ha to return values correctly with new parameter format.
