Cryptsetup deb not included for encrypted fs

Bug Description
When using the install option for encryption , about 76% in to the install of the base-system it fails, this is because the deb for cryptsetup is not included,
I may be wrong but i believe this is a simple fix of just adding it to the image.
the exact error is:
apt-install: Package cryptsetup is not available, but is referred to by another package.
apt-install: This may mean that the package is missing, has been obsoleted, or
apt-install: is only available from another source
apt-install: E: Package cryptsetup has no installation candidate
anna-install will not work because the deb is not on the disk
