"maintainer" field is inaccurate

In the left-hand portlet, this shows "Project Maintainer: Registry Administrators". jamesh tells me that this really indicates the owner of the record in launchpad, which is not necessarily the same as the upstream maintainer. The two should probably be separated out; at least we should not claim the record owner is the maintainer unless we know that to be true.
