Bug Description

After enabling alarm soaking feature, it was observed that alarms were not being raised

AlarmBase.__init__(self, SYS_ERR, at=10, it=10, fec=False, fcs=0, fct=0)

After setting AT and IT to 10 Secs, when any process went down no alarms were seen for the same.

Enabling alarm soaking feature by default

Alarm soaking feature was added earlier but it was disabled by default. This
change will enable the feature by default for process status alarm
