Unable to upload network template after virtual machines have been deployed (virt role)

Bug Description

If nodes were assigned the virt role, and hypervisors were correctly deployed, it is impossible to upload network template before deployment of actual nodes.

[root@fuel mirantis]# fuel network-template --env 2 --upload
403 Client Error: Forbidden (Network template cannot be changed during deployment and after upgrade.)

For some reason environment is shown as "deploying" in UI, although no deployment has started yet.

Steps to reproduce:
0. Enable advanced feature group
1. Assign virt role to a node
2. Deploy hypervisors
3. Try to upload network template

As I know there are a lot of thins inaccessible after deploy. And upload parameters seems one of them
