Cached local charms should be deleted when their service is removed

Bug Description
As per bug #1579887, cached local charms are not de-duped and will never be reused. They should be deleted when their service is removed.
Note that for 2.0, the fix will be to de-dup the charm so that it can be reused (which will be done under bug #1579887). This is a behavior change and will not be backported to 1.25.
