Canceling some Angular actions makes them unclickable

If you go to certain Angular actions, such as Edit Image or Create Image, after you click on them all other uses of that action set become unclickable.

This is known to be a problem for Create Image and Edit Image; not confirmed for any other actions (Create Volume, Launch, Delete all work OK).

    Adding Create Image Action to angular images panel

    Adds the ability to create an image from the table.

    Image File Upload is not currently supported.

    To test set DISABLED = False in _1051_project_ng_images_panel.py
