If this is still an issue for you please could you provide:

IP addresses of Mysql and the neutron-api unit(s)
VIPs being used
relation data being passed between mysql and neutron-api
  relation-ids shared-db, relation-list -r <id from previous>, relation-get -r <id from first> - <unit from previous>
