Bug Description
If distributed virtual routers are used, then the router components are spread on all the compute nodes that need routing through that router. Once the packet is routed locally on the compute node, it is switched in the destination network. If the destination's VLAN is not configured on the switch interface, then the routed packet will not be switched to the destination.

Adding DVR support
With this patch, VLANs required by the DVR ports are configured on the switch
interface connected to the compute node hosting the DVR instance.
