[2.0b4] All dynamic range's configure PXE

Bug Description

I want to reserve a dynamic range that doesn't configure PXE boot. This may be for scenarios were I want MAAS to provide DHCP but not tell machines to PXE boot off network.

How do you propose we would tell the difference between a DHCP client that should be able to boot from the network, and a DHCP client that should not?

That is, it seems to me that we would need to configure this on a per-VLAN basis. (unless you want to filter by MACs and construct the appropriate DHCP config based on that?)
