Tag search is case sensitive, while tags should not be

Bug Description

I'm running ZIM 0.65 under Windows. According to question# 199007 (https://answers.launchpad.net/zim/+question/199007), searching has case-insensitive since version 0.56, but that seems to only be for text searching.

When I do a tag search ("@tagname") it's doing a case-sensitive search. I have some SQL queries I've tagged with "@SQL", but if I search for "@sql", it doesn't find them.

Is this by design? Is there any way to make tag searching case-insensitive?
