ftpd missing service file in 15.10

Ubuntu 15.10 wily
ftpd:
  Installed: 0.17-35
  Candidate: 0.17-35

pretty much exact scenario as http://askubuntu.com/questions/637783/ftpd-service-failed-to-load-no-such-file-or-directory

1) apt-get install ftpd

2)

Service did not start by default after install...

...'which ftpd' turns up nothing
