Top Panel orientation

Bug Description

Top Panel issue.

When I uncheck the 'Expand' in the top panel's properties, it does as it should, (justify to the top/middle of the screen). Upon restart, the Top/Middle panel is located at the bottom of the screen above the bottom panel. I have attempted to click on the Orientation settings and choose Top, but it doesn't work and it marks it as bottom. One has to place a tick in the 'expand option and then one can use the Orientation setting to move the Top panel back to the top of the screen.

Is anything happening with getting the issue sorted out? When will this serious Panel issues be fixed? I dislike having to enter the panel properties and change it upon EVERY boot of Ubuntu. This appears to be just a GUI thing, something that should NOT happen.
