Bug Description
Maybe it's because I don't have any plugin load but in my initial configuration if I run:
$ tempest list-plugins
I got this error
Could not load 'cinder_tests': No module named tempest_
No module named tempest_
After reverting this change -> https:/
I'm able to get an empty list
$ tempest list-plugins
