Bug Description
The wily unit tests started failing after a recent change to the test suite. The old bug 1544847 has re-appeared, but it only affects wily. as seen in

On May 2 wily tests started to fail. Removing LXD from the host did not fix get a pass. the suite appears to insist that wily has working lxd.
there are two approaches to fixing this issue.
A. a. The suite should not be testing a real LXD
b. Or at least should not test an unsupported LXD
B. Remove LXD again from the wily host and change something undocumented to convince the suite not to run the lxd unit tests
