Remove the 'default_ipv4_subnet_pool_label' and 'default_ipv6_subnet_pool_label' configuration options

Bug Description

In reference to https://bugs.launchpad.net/bugs/1551333

Mitaka is released and we are now in Newton.

The following changes are required in Horizon:
- Remove the 'default_ipv4_subnet_pool_label' and 'default_ipv6_subnet_pool_label' configuration options.
- Remove relaxation of _check_subnet_data function. It should no longer allow to pass empty 'cidr' and 'subnetpool_id'.

    Remove deprecated default_*_subnet_pool options

    These options were deprecated in Mitaka and this commit removes
    them from Newton.

    Revert relaxation of _check_subnet_data function. It is no longer
    allowed to pass empty 'subnetpool_id'.
