library not build with c++11 flags

Bug Description

Hi,

The library package version 1.1.2-3.1 does not seems to have been build with c++11 flags.

The main characteristic is, when linked to another lib, the error:

/usr/include/log4cplus/loggingmacros.h:106 : undefined reference to « log4cplus::Logger::Logger(log4cplus::Logger&&) »

I had no problem in Ubuntu 15.10

I downgraded the package to liblog4cplus-dev_1.0.4-1.3_amd64 and I do not have to problem anymore.
