As mentioned by the bug watch updater, version 0.8~20170819git31a77b27e8e83836e-1 has been packaged in Debian.

Since the release of Ubuntu 17.10 is fast approaching, but it might be possible to get it in via
 a FreezeException, please see https://wiki.ubuntu.com/FreezeExceptionProcess for details. If it can wait until next cycle, the newer version will be automatically synced once development starts on the next release.

kbibtex 0.8~20170819git31a77b27e8e83836e-3 has been synced from Debian to bionic, and will be available in Ubuntu 18.04.
