Bug Description
Steps to reproduce:
1. Set some profile (i.e. "default") in /etc/kolla/
2. Do "kolla-build kolla-toolbox" or use any other regex.
What happens is that all containers from default profile are rebuilt. We want to rebuild only kolla-toolbox, so regex and profile from .conf file should be mutually exclusive.
