Bug Description

IGMP port unreachable packages are received on streaming start for the Microsoft dongle. This means that initial packages are not received, and makes the dongle send a request for an IDR frames a bit later:

<<
SET_PARAMETER rtsp://192.168.7.1/wfd1.0/streamid=0 RTSP/1.0
CSeq: 5
Session: 2
User-Agent: MSFT-WDD
Content-Type: text/parameters
Content-Length: 17

This also makes streaming fail for frieza. Adding a delay before sending the first RTP package solves the issue. Android takes ~200 ms before it starts streaming after finishing the RTSP negotiation, and that seems enough.
