Tests with stop re-deployment of ready cluster fails because stop action is allowed now

Bug Description

fuel version - 275

Steps:
1. Run fuel-qa test with group - add_ceph_stop

Expected result - test passed
Actual - test fails with http://paste.openstack.org/show/496240/ . Actual task was 'stop_deployment' but we expected 'deployment'

It happens because we added expectation to get 400 error from nailgun on stop action but now that's fixed and we can remove this workaround - https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/tests/tests_scale/test_scale_group_1.py#L33
