Crashes in unity8 cause infinite restarts and/or a permanently black screen.

As experienced in bug 1578462.

I guess the problem is the 'respawn' keyword in:
   /usr/share/upstart/sessions/unity8.conf
[http://upstart.ubuntu.com/cookbook/#respawn]

The default respawn limit is 10 within 5 seconds [1].

We definitely want unity8 to respawn, but maybe we just need to increase the time limit (since it probably takes quite a bit of time for unity8 to crash - it likely misses the 5s mark).

I know we want Unity8 to respawn on occasional/rare crashes. But we need a different plan for immediate start-up crashes... For those you need to soon fall back to something else that will at least display a picture (USC I guess).

Obeying a respawn limit of 10 or so would be a nice compromise I think.
