Add 'help_url' example to local_settings.py

Following instructions here: http://docs.openstack.org/admin-guide/common/dashboard_customizing.html, in section #Help URL, will break Horizon.

Docs say to edit 'help_url' in local_settings.py, but the option isnt there. Please add a line:
HORIZON_CONFIG["help_url"] = "http://openstack.mycompany.org"
