Bug Description

Please assign to Nipa Kumar.

SRV records are required by ruby installs. These records are not supported by our vDNS implementation yet. As a result, VMs using vDNS cannot perform ruby install.

The following is a successful resolution from a bare metal server in the underlay:

# dig SRV _rubygems._tcp.rubygems.org. +short
0 1 80 api.rubygems.org.

However, this fails from a VM in the overlay.
