snap-review failed with "checksums do not match"

Bug Description

On my desktop system, snap example OpenCV works fine and pass the checksum test of "snap-review", but with another snap package, it fails with "checksums do not match".

Errors
------
 - security-snap-v2:squashfs_repack_checksum
 checksums do not match. Please ensure the snap is created with either 'snapcraft snap <DIR>' or 'mksquashfs <dir> <snap> -noappend -comp xz -all-root -no-xattrs'
hello-sdl2_1.0_amd64.snap: FAIL

Modifying the "snapcraft.yaml" file, by "adding/removing" a "stage-packages" line will make checksum test, respectively, "pass/fail".

This should now be fixed between bug #1555305 (squashfs-tools and symlinks) and bug #1576763 (need to use -no-fragments with mksquashfs). I was able to snap the above tarball with both of the stage-packages and pass the resquashfs test fine.
