During an emergency braking, the horn and throttle down actions don't work as expected.

1) ORTSEmergencyCausesThrottleDown parameter : During an emergency braking triggered by the player, the throttle down action is not made.

2) ORTSEmergencyEngagesHorn parameter : Activating this parameter provokes an inability for the player to trigger the horn manually.
