Deleted contacts still existing in App

Hi!

I recogniszed today, that deletes contacts in Telegram App on phone are still existing.

Some days ago I deleted some contacts from my address book. After this I deleted they also in Telegram over desktop app. I also deleted the chat history and the chats. Everything in desktop is clean. And it is still so, I've controlled it.

Actually I go in the contact list on Telegram on my phone and there were shown all deleted contacts. With phone number and so on. After this I checked my address book on my phone (not the Telegram one) but there the contacts are also not existing anymore. Then I controlled via Telegram Web App if there the contacts perhaps still appear, but also not.

Only in Telegram App on my phone they are existing. And there isn't any possibility to delete them.

I'm using a BQ 4.5 r323

Addition:

I've tried first to delete app and delete all founded directories over termin app. But this doesn't work for me.

Today I killed Telegram client over UT Tweak Tool. All Data (Cache, Data and Config) were deleted and the client also deinstalled.
Then I restart my Phone and installed Telegram again on my phone. And now the contact list is correct without the deleted contacts

So what is UT tweak tool?!
an app ? or a software?
I tried to find it in Google play store and could not find it...
