Enable functional tests for python-novaclient

Enabling this was super easy, but there is no point in that, as our job does not provide a working OpenStack environment to run these tests against, so they always fail:

We should probably take an upstream devstack job and adopt it, so that we deploy a devstack using code from our downstream branches and then run these functional jobs.
